A former Garden Grove police officer has been charged with five felony counts for an alleged illegal sexual relationship with a 16-year-old volunteer in the department’s Explorer Program. Roberto Machuca, 32, of Riverside pleaded not guilty on July 29, 2026, according to the Orange County District Attorney’s Office. Machuca had been a member of the department since 2019.
Prosecutors say Machuca had multiple sexual encounters with the teenager beginning in May 2026. The charges include three counts of unlawful sexual intercourse with a minor more than three years younger, one count of sexual penetration by a foreign object, and one count of oral copulation with a minor. Machuca’s attorney, Alan Castillo, declined to comment. Bail was set at $100,000, and Machuca was ordered to surrender all firearms and his passport.
Garden Grove police learned of the “inappropriate relationship” on June 26, 2026. Machuca was arrested the next day when he reported for his shift and was placed on leave. He turned himself in on July 28. The department confirmed he is no longer employed, though it declined to say whether he resigned or was terminated. A pretrial hearing is scheduled for Aug. 4.
The case has shaken the Garden Grove community, where trust in law enforcement is critical. Garden Grove is a city in Orange County with a population of about 170,000. The Explorer Program, designed to give youth ages 14–21 hands-on experience in policing, is now under scrutiny. District Attorney Todd Spitzer emphasized that such conduct will not be tolerated.
Police Explorer programs are common across California, offering career exposure to young people. However, they have occasionally led to misconduct cases when supervisors abuse their authority. In 2020, a former Los Angeles County sheriff’s deputy was convicted of sexually assaulting a teenage explorer. This case echoes those concerns about oversight and accountability.
Machuca’s case underscores the need for strict safeguards in youth programs run by law enforcement. As the legal process moves forward, the Garden Grove Police Department will likely review its Explorer Program policies to prevent future abuses.
