Investigators dismantled a large-scale drug trafficking operation in Chico that authorities say was aimed at Chico State students. The Butte Interagency Narcotics Task Force and Butte County Sheriff's Office served search warrants Aug. 5 at three Chico locations connected to Colin Noe Philippi, 24, Nicolas Porter-Poyner, 26, and Brady Balcao, 23.
The arrests removed a significant supply of cocaine, fentanyl-laced pills and guns from the streets, according to the task force.
The search turned up more than 10 pounds of cocaine, 15,636 counterfeit Xanax bars that presumptively tested positive for fentanyl, LSD, MDMA, ketamine, prescription pills, methamphetamine, heroin and psilocybin mushrooms. Agents also seized nearly $60,000 in cash, drug packaging materials and 12 firearms.
One handgun had allegedly been modified to allow fully automatic fire, and investigators found an additional device capable of converting a firearm to fully automatic fire. The suspects face nine counts each of possession of controlled substances for sale. Philippi and Balcao also face weapons-related charges.
Investigators said the group used encrypted apps including Signal and Telegram to advertise drugs through a site called "Chico Quality Control." The operation primarily targeted students and student-age customers near the Chico State campus.
Chico is home to California State University, Chico, and the campus area is the focal point of the investigation. The Butte Interagency Narcotics Task Force is a multi-agency team that works with the Butte County Sheriff's Office to target drug trafficking and gun crimes across Butte County.
The arrests took place at three Chico locations and all three suspects were booked into Butte County Jail. The high bail amount reflects the scale of the drug and weapons seizure.
In a separate Northern California case reported by the same news outlet, the Sutter County Sheriff's Office announced Operation Cyber Shield, a multi-day undercover operation from July 22 through July 24. Officers posed as children 13 or younger online and directed suspects to a hotel in Yuba City, where they were arrested.
Seventeen people from cities such as Sacramento, Marysville, Oroville, Rancho Cordova and Santa Rosa were arrested. The operation involved assistance from the California Highway Patrol, Department of Homeland Security, Chico Police Department, Sacramento Police Department and other agencies.
Drug trafficking near college campuses has been a recurring concern in Northern California. Counterfeit pills containing fentanyl carry a high risk of fatal overdose, and the combination of drugs, cash and modified firearms in this case points to a sophisticated operation. Law enforcement agencies in the region have increasingly used coordinated task forces to disrupt these networks.
The Chico investigation remains active, and authorities have not ruled out further action. The arrests remove a stream of dangerous drugs and weapons from a neighborhood heavily used by students. The case highlights ongoing efforts by Butte County law enforcement to combat drug and gun crime near the university.
