California Governor Gavin Newsom on Tuesday highlighted the state's unprecedented investments in wildfire prevention and cutting-edge firefighting technology, positioning California as a global leader in emergency management. Speaking at CAL FIRE's Aviation Management Unit in Sacramento, Newsom emphasized the integration of AI, satellite networks, and predictive analytics to detect and combat wildfires faster and more effectively. “We don’t imitate. We’re a model for others,” Newsom told reporters at the press conference. “We have people coming from all over the United States and around the globe to look at what California is doing in orbit, in the air and on the ground.”
California has become the first state in the nation to own, operate, and deploy C-130H airtankers for wildfire suppression. The state currently operates four of these large-capacity aircraft, with a planned fleet of seven underway. These airtankers deliver significant volumes of fire retardant in a single mission and will be stationed at CAL FIRE bases statewide. Additionally, Cal OES has assigned five new Type-6 fire engines to the Los Angeles City Fire Department, forming a strike team capable of rapid response in both urban and wildland areas. Type-6 engines are the smallest, most maneuverable units in the state fleet, carrying 300 gallons of water and designed to reach steep, narrow, or remote locations.
California's ALERTCalifornia camera network, developed in partnership with UC San Diego, now includes over 1,260 mountaintop cameras, with 915 AI-enabled to automatically detect smoke and alert dispatch centers before 911 calls are received. CAL FIRE director Joe Tyler announced that another 200 cameras will be added this year. The network has already detected over 900 fires on state lands before any emergency calls. The state is also integrating data from four FireSat satellites, launched from Vandenberg Space Force Base, capable of detecting wildfires as small as 5-by-5 meters. Once fully deployed, FireSat will provide updated imagery roughly every 20 minutes, enhancing early detection capabilities. Three of these FireSat satellites reached orbit on July 7, 2026, aboard a SpaceX rideshare mission from Vandenberg Space Force Base, marking the first purpose-built wildfire detection satellites ever launched. Cal FIRE joined Earth Fire Alliance’s FireSat early adopter program in 2025, giving the agency access to the new constellation. “That’ll become part of a constellation of satellites that will do early detection, utilizing all the features of remote sensing, both mountaintop cameras, fixed-wing aircraft, and satellite technology to really detect new heat images across across California,” Tyler said. Tyler emphasized the department's commitment to technology, stating, "Cal FIRE is leaning in and taking advantage of the power of technology that best supports our firefighting efforts."
The Fire Integrated Real-Time Intelligence System (FIRIS), managed by Cal OES, provides real-time aerial intelligence, advanced fire mapping, and predictive analytics for every California county. Since its launch in 2019, FIRIS has flown over 2,000 missions supporting wildfire response, hazardous materials incidents, and search-and-rescue operations. The state's Wildfire Forecast & Threat Intelligence Integration Center (WFTIIC) serves as a central hub for coordinating wildfire forecasting, weather intelligence, and fire threat assessments. Cal OES Director Caroline Thomas Jacobs noted that technology allows emergency managers to anticipate wildfire threats before ignition, feeding into a statewide pre-positioning system that has already approved requests for 20 counties in 2026, involving over 1,400 personnel and 213 pieces of equipment. “Technology gives us the power to prepare earlier, to respond faster, and make better decisions when every second counts,” Jacobs said.
California is testing AI-guided wildfire suppression drones for low-visibility conditions and extended supply deliveries, eliminating the need for human or aircraft deliveries in dangerous scenarios. The state has also launched LiDAR three-dimensional mapping of the entire state to assess fuel loads and wildfire risks, and installed the world's first redwood forest observatory in Jackson Demonstration State Forest to study carbon dynamics. Additionally, CAL FIRE is expanding its use of drones for fire mapping, prescribed burns, and tactical operations. Since 2019, CAL FIRE has significantly expanded its workforce, adding an average of 1,800 full-time and 600 seasonal positions annually, nearly double that of the previous administration. Over the next four years, CAL FIRE plans to hire thousands of additional firefighters, natural resource professionals, and support personnel. Natural Resources Secretary Wade Crowfoot said the state’s technology investments are increasingly important as climate change drives more extreme fires worldwide. “Scientific understanding affects people, and it drives us to work faster, more broadly, and more creatively to protect people, which is where this technology comes in,” Crowfoot said.
These investments directly impact Los Angeles and other California communities. The new Type-6 fire engines stationed with the Los Angeles Fire Department are state-owned and prepositioned through California's Fire and Rescue Mutual Aid System, enabling immediate local response and deployment to other regions when mutual aid is requested. Cal OES manages a fleet of over 270 state-owned fire engines assigned to over 60 local agencies statewide, ensuring coordinated emergency resources across all communities.
Since taking office in 2019, Governor Newsom has prioritized wildfire resilience, investing in both traditional firefighting resources and emerging technologies. Meanwhile, the federal workforce responsible for managing a third of the nation's public land has continued to contract. The U.S. Forest Service treated 35% fewer acres for wildfire risk in 2025 than in 2024 — a reduction of nearly 1.5 million acres — and lost roughly 5,860 employees in the first half of that year, according to the Agriculture Department's own inspector general. Prescribed burns, the land management tool most directly effective at reducing catastrophic fire potential, fell by 44% from the preceding year. Federal wildfire crews shrank by nearly 1,700 positions, leaving fuel loads elevated on millions of acres of National Forest land in California and beyond.

As climate change intensifies wildfire risks, these investments aim to save lives, protect property, and ensure communities across the state are better prepared for future fire seasons. The national wildfire preparedness system hit its maximum alert level — Level 5 on a 1-to-5 scale, for the first time since October 2024 — on July 18, 2026, with 73 uncontained large fires burning across the country and roughly 19,000 firefighters committed to active incidents, according to the National Interagency Fire Center. That ceiling was reached as California simultaneously deployed what is now the most sophisticated layered wildfire defense system ever assembled by a U.S. state — and as the federal workforce responsible for managing a third of the nation's public land continued to contract, leaving fuel loads elevated on millions of acres of National Forest land in California and beyond. The divergence is not subtle. California's $3.8 billion annual fire protection budget represents nearly double what the state spent just a few years ago.
