SF Affordable Housing Project Opens in Record Time Through New Public-Private Partnership

A new 145-unit affordable housing development for seniors opened in San Francisco's Mission District, completed in just 19 months at about $525,000 per unit—significantly below typical Bay Area costs. The project at 1633 Valencia serves homeless or at-risk seniors 55+ and was nearly fully occupied upon opening.

It was built using prefabricated components, a design-build approach, and private financing through the Bay Area Housing Innovation Fund. The fund, launched in 2024 by the SF Housing Accelerator Fund, Apple, and the Sobrato Organization, aims to speed up affordable housing delivery.

Additional projects are underway in San Jose and Santa Cruz, with the model expected to reduce costs and timelines further. City leaders and backers hope this public-private partnership will serve as a blueprint for faster, cheaper affordable housing across the region.
