Garden Grove Chemical Threat Cleanup Begins as Officials Seek Cost Recovery

Garden Grove, Anaheim, Stanton, incident, emergency, money, economy

With all evacuation orders lifted and the threat of a catastrophic blast averted, city and county officials are now focusing on the financial aftermath of the malfunctioning chemical tank in Garden Grove. Nearly 50,000 people were displaced over Memorial Day weekend as first responders worked to prevent an overheated storage tank containing up to 7,000 gallons of methyl methacrylate from exploding or spilling.

The response involved multiple agencies, including the Orange County Fire Authority (OCFA), the county's Certified Unified Program Agency, and the U.S. Environmental Protection Agency providing technical support.

Residents and business owners in the evacuation zone are seeking help with unexpected costs and lost revenue. Garden Grove Councilmember George Brietigam noted that each city will have different expenses, with OCFA acting as a liaison for cost recovery.

Garden Grove reported an estimated $728,000 in incident-related costs to OCFA, excluding supplies and vehicle expenses. A significant expense is the water bill for approximately 9 million gallons used to cool the tank over five days.

Orange County Supervisor Katrina Foley said the county anticipates roughly $500,000 in expenses, including medical supplies and evacuation materials, with personnel costs still being finalized. The total cost will be clearer after June 3, when organizations must submit expenses through WebEOC.

OCFA will seek reimbursement from FEMA's public assistance program, which covers up to 75% of emergency response costs but does not reimburse individuals.

Individuals impacted can submit claims to GKN Aerospace, the company responsible for the tank. GKN Senior Vice President Steve Carlin expressed gratitude to first responders but did not directly address reimbursement.

Several lawsuits have been filed against GKN Aerospace. The OC Community Resilience Fund is also providing $250 cash assistance cards to eligible residents.

Foley advised residents to submit receipts to GKN or file claims with their insurance companies.
