As the United States prepares to mark the 250th anniversary of the Declaration of Independence this Fourth of July, voting rights advocates warn that the fundamental right to vote is under renewed attack. In a guest commentary published by CalMatters, Christian Arana, vice president of civic power at the Latino Community Foundation, argues that California must do more to protect and expand voting access.

Arana notes that Thomas Jefferson's vision of government deriving its just powers from the consent of the governed has guided generations, but progress has been hard-won through civil war, constitutional amendments, and social movements. Communities of color, women, and immigrants have fought for these rights, from Frederick Douglass to Dolores Huerta.

Today, voting rights face new threats. In Washington D.C., proposals could restrict ballot access, and the Supreme Court recently dealt a blow to the federal Voting Rights Act, stripping protections from Latino and Black voters.

In California, a proof of citizenship initiative has qualified for the November ballot, adding pressure on the state's voting landscape.

California has a history of both exclusion and progress. Women were once denied the vote, Chinese immigrants were systematically excluded, and poll taxes and English literacy tests were used to disenfranchise communities of color.

However, the state became a national leader in expanding ballot access, with the California Voting Rights Act compelling over 600 local governments to adopt district-based elections that better reflect communities.

Despite these gains, Arana emphasizes that the work is not done. The California Voting Rights Act does not prevent discriminatory district maps, and in some jurisdictions, lines still dilute the voting power of Latino communities.

With the federal Voting Rights Act weakened by the Supreme Court, stronger state protections are needed.

The California Democracy Partnership is working to address these gaps by expanding language access for voters, stopping discriminatory changes before they take effect, and giving voters tools to challenge unfair district maps. Arana calls on California to once again lead the nation in voting rights innovation, honoring the promise of government by the people for all.
