Chemical Tank Near Explosion in Garden Grove Raises Questions About Regulatory Gaps

For six days over a holiday weekend, a chemical tank at GKN Aerospace in Garden Grove, Orange County, threatened to explode, forcing the evacuation of more than 50,000 residents. The tank, containing methyl methacrylate, overheated after a valve in its cooling system failed.

Crews used drones to monitor the temperature and a portable water cannon to cool the tank. The crisis ended when the tank cracked, relieving pressure without causing an explosion.

The incident has exposed significant gaps in California's regulatory oversight. The South Coast Air Quality Management District had flagged compliance issues at the facility years before, but the tank itself was not covered by the state's toughest accidental-release prevention rules.

Methyl methacrylate is not listed under California's Accidental Release Program (CalARP) or the federal Risk Management Program, meaning the facility was not required to have a risk management plan. The Orange County District Attorney's Office has opened a criminal inquiry into the incident.

Community advocates, including Tracy La of VietRISE and Lisa Fu of the California Healthy Nail Salon Collaborative, have expressed frustration over the lack of accountability and the impact on residents, many of whom are Vietnamese Americans. The facility, located near homes and schools, had a history of violations, including operating without permits and failing to maintain emissions records.

GKN Aerospace has applied for a more comprehensive permit, but the timeline for public comment may be delayed due to the emergency. Governor Gavin Newsom has praised first responders but acknowledged the challenge of regulating industrial facilities near urban centers.
