Authorities in Putnam County, Florida, arrested four adults after investigators found multiple children, including a newborn, living inside a home that a sheriff described as 'deplorable.' The case began with a welfare check and ended with criminal charges against the child's mother, grandmother, step-grandfather, and father.
On July 7, a caseworker from the Florida Department of Children and Families asked deputies to evaluate a 6-week-old baby who had lost weight and developed a severe diaper rash. When deputies arrived at the home, they found conditions that Sheriff H.D. 'Gator' DeLoach said he could not imagine in a First World country.
According to the sheriff's office, the residence had animal feces and urine everywhere, black mold, flies, cockroaches, and rotten floors caused by broken pipes. One child slept on a mattress swarming with flies. Four dogs and three kittens were voluntarily surrendered to animal services.
The baby was taken to a hospital with low heart rate, low body temperature, and low weight. Doctors determined the infant suffered medical neglect and could have died without intervention. The mother, Jodie Cannon, 26, was arrested on July 21 and charged with child neglect and aggravated child neglect.
Detectives later arrested Melissa Keal, 50, John Keal, 52, and Jordon Wilson, 30. Authorities said Melissa Keal is Cannon's biological mother, John Keal is her stepfather, and Wilson is the biological father of the children. All three were charged with child neglect as adult household members who failed to provide the child with necessary care, supervision, and services.
Three of Cannon's biological children were placed into protective custody. A fourth child was also removed by the Department of Children and Families. The sheriff's office said the case is still active and more charges are possible. Officials are not releasing the children's ages or genders to protect their identity.
