Authorities in Ukraine's northern Sumy region reported one civilian killed and 15 injured, including three children, by Russian strikes over the previous 24 hours.

In the southern Kherson region, Russian overnight shelling and drone strikes killed an 86-year-old woman and wounded five others.

Zelenskyy expressed frustration with his own government's officials over delays in purchasing American-made Patriot air defense systems, saying an agreement exists at the highest political level but implementation is stalled by financial, legal, and technical issues. "The wait has taken too long," he said on social media, warning of "serious personnel decisions" if the purchase is not unblocked.

Ukraine is short of Patriot missiles, in part due to U.S. stocks depleted by the Iran war, leaving it vulnerable to Russia's ballistic missiles.
