Torrance celebrated the groundbreaking of the Robert W. Goldsworthy Desalter expansion on June 10, 2026.
The project will nearly double the facility's capacity to 7 million gallons per day, reducing reliance on imported water. - The $166.5 million project is the largest capital investment in Water Replenishment District history.
- It will add four wells, pipelines, and expand the treatment center, with completion expected by early 2029. - The expansion aims to eradicate a 14-square-mile brackish groundwater plume within 25 to 35 years.
- Torrance will save about $1 million annually in imported water costs. The project enhances water security for the South Bay, which currently imports nearly 50% of its drinking water across the San Andreas Fault.
