A significant housing development proposal is moving forward in Norwalk, California, as local officials prepare to review plans for a new residential community.
Risewell Homes has submitted a detailed application to redevelop a vacant parcel into 129 homes, shifting away from a previously approved but unbuilt commercial and residential mix.
The proposed development targets an 8.06-acre parcel located at 11600 Alondra Boulevard, near the intersection with Maidstone Avenue. According to the submission, the project will deliver 77 detached single-family residences alongside 52 townhomes. Architectural plans describe a modern Spanish style featuring cream and tan stucco exteriors, tile roofing, and decorative gable vents. Each unit will offer between three and four bedrooms, two and a half to three and a half bathrooms, and an attached two-car garage.
Nine of the townhomes are specifically designed as live-work units to face Alondra Boulevard, aiming to activate the streetscape while respecting existing commercial zoning regulations. City planning staff notes that vehicles will access the neighborhood through private driveways on both Alondra Boulevard and Maidstone Avenue.
Urban planning standards require careful attention to parking and green space, and this proposal addresses both comprehensively. The developer plans to construct 346 total parking spaces, breaking down to 258 inside garages and 88 surface spots, exceeding the city code requirement of 334 spaces.
Landscaping efforts will cover more than 92,000 square feet, complemented by approximately 39,700 square feet of open area. Residents will have access to a dedicated recreation center equipped with a lap pool, spa, lounge seating, and outdoor grilling areas. To support local infrastructure, the developer must also pay applicable parkland fees prior to final subdivision map approval.
For residents in this Southern California enclave, the project represents a tangible shift in land use policy. Replacing a long-vacant lot with high-density housing aligns with broader statewide goals to increase residential capacity without sprawling outward. The inclusion of live-work units also supports walkability and reduces vehicle dependency along a major thoroughfare.
This development follows a complex history involving previous entitlement attempts. Shapell Properties originally secured approval in 2023 for a mixed-use project containing 202 residential units and over 3,000 square feet of commercial flex space. However, the developer received multiple extensions, and those original permits are now scheduled to expire on March 7, 2027. The current proposal effectively supersedes those earlier entitlements as Risewell Homes moves forward in escrow to acquire the property.
The Norwalk Planning Commission will discuss this initiative during a special meeting on Wednesday, September 23, at 6 p.m. at City Hall. With city staff already recommending approval, the project stands on the verge of moving toward construction. Residents and stakeholders are encouraged to attend the session to voice any final concerns before the vote takes place.
