As California's primary election concludes with 61 candidates vying for governor, the winner will inherit a daunting financial challenge: a deeply troubled unemployment insurance system. The state's Unemployment Insurance Fund is projected to be over $22 billion in debt by the end of 2026, according to a new report from the Employment Development Department (EDD).

Unlike other states, California has not repaid its federal loans, instead allowing a federal payroll tax hike of $1.6 billion this year to slowly reduce the debt. The fund's finances continue to deteriorate: this year, it will receive $4.9 billion in payroll taxes but pay out $7.1 billion in benefits.

With over a million unemployed workers and a 5.3% unemployment rate—tied for highest in the nation—the system is unsustainable. Political gridlock between employers and unions has blocked reforms, such as raising the taxable wage base from $7,000 or reducing benefits.

Some propose expanding benefits for workers displaced by artificial intelligence, but experts argue the immediate priority must be to fix the existing system. The next governor will face pressure to break the impasse and restore solvency.
