Democratic Reps. Mike Levin and Sara Jacobs conducted an unannounced inspection of the Otay Mesa Detention Center on Monday, the first since a federal judge blocked a seven-day notice requirement.
However, ICE now requires two business days' notice to speak with detainees. The facility was clean, but detainees reported water quality issues and fear of retaliation.
The new policy is part of an ongoing legal battle.
