The California State Association of Counties (CSAC) has condemned Governor Newsom's May Revision of the state budget, arguing it fails to adequately fund critical services. - The proposal funds only 5% of counties' request for H.R.

1-related harm reduction. - It retains a $233.6 million cost shift for In-Home Supportive Services (IHSS) to counties.

- No new funding is provided for Proposition 36 implementation. - Homelessness funding is cut by 50%, with only $500 million allocated for 2026-27.
