California Honors Caltrans Heroes with Medals of Valor

Three Caltrans employees were awarded the Governor’s State Employee Medal of Valor for heroic acts. - Tobin Hook and Anthony Coscia rescued a drowning woman in the Pacific Ocean near Davenport, Santa Cruz County, on August 29, 2024.

- Steve Quinliven provided first aid to a motorist whose car was dangling on an embankment in Mendocino County on May 12, 2025. - The medals, first awarded by Governor Edmund G.

Brown Sr., have honored over 800 state employees in 67 years. The awards recognize extraordinary courage and selflessness above the normal call of duty.
